This presentation will focus on a social contextualisation of large language models. Looking at their origins and the context and implications of their use will help to assess recent developments following the release of ChatGPT, but also to consider the longer term and indirect effects of this technology on society. Technology assessment - in particular its focus on shaping technological futures and the inclusion of multiple perspectives - will be used, for example, to outline the significance of generative AI for public discourse, public administration, or the creation of knowledge and art, and to discuss options for action.
Steffen Albrecht is a member of the Office of Technology Assessment at the German Bundestag and advises the Members of Parliament on scientific and technological developments. After completing his studies and doctorate in sociology in Hamburg, he spent several years at universities and companies in Hamburg, Berlin and Dresden researching the effects of digitalisation on society and ist sub-sectors, in particular on education, politics and science. His current focus is on bio- and medical technologies, digitalisation and artificial intelligence. He is also involved in the further development of technology assessment methods.
